China Readies Attacks on U.S. Critical Infrastructure

This week AlertsUSA subscribers were notified of a joint cybersecurity advisory issued by the National Security Agency, DHS/CISA, and FBI warning of China's targeting of US critical infrastructure.

From the advisory:

The Cybersecurity and Infrastructure Security Agency (CISA), National Security Agency (NSA), and Federal Bureau of Investigation (FBI) assess that People’s Republic of China (PRC) statesponsored cyber actors are seeking to preposition themselves on IT networks for disruptive or destructive cyberattacks against U.S. critical infrastructure in the event of a major crisis or conflict with the United States.

The US government and international partners are releasing this advisory to warn critical infrastructure organizations about this assessment, which is based on observations from the U.S. agencies’ incident response activities at critical infrastructure organizations already compromised by the PRC state-sponsored cyber group known as Volt Typhoon.

The U.S. authoring agencies have confirmed that Volt Typhoon has compromised the IT environments of multiple critical infrastructure organizations—primarily in Communications, Energy, Transportation Systems, and Water and Wastewater Systems Sectors—in the continental and noncontinental United States and its territories, including Guam.

Volt Typhoon’s choice of targets and pattern of behavior is not consistent with traditional cyber espionage or intelligence gathering operations, and the U.S. authoring agencies assess with high confidence that Volt Typhoon actors are pre-positioning themselves on IT networks to enable lateral movement to key assets in order to disrupt functions. The authoring agencies are concerned about the potential for these actors to use their network access for disruptive effects in the event of potential geopolitical tensions and/or military conflicts. Canadian authorities assess that the direct threat to Canada’s critical infrastructure from PRC state-sponsored actors is likely lower than that to U.S. infrastructure, but should U.S. infrastructure be disrupted, Canada would likely be affected as well, due to cross-border integration. Australian and New Zealand critical infrastructure could also be vulnerable to similar activity.

The US government is urging critical infrastructure organizations to apply a series mitigation steps contained in the advisory, as well as to hunt for similar malicious activity within systems and networks.

Israeli PM Benjamin Netanyahu has ordered the IDF to prepare a plan to evacuate civilians from the densely populated Rafah ahead of an expected Israeli invasion of southern Gaza city. Israel says that Rafah is the last remaining Hamas stronghold in Gaza after more than four months of war.

Egypt has sent approximately 40 tanks and armored personnel carriers to NE Sinai as part of a series of measures to bolster security on its border with Gaza. The deployment is taking place ahead of the expansion of Israeli military operations around Gaza's southern city of Rafah.

Israel has degraded Hamas’s combat capabilities but is not yet close to achieving its war aim of eliminating the Palestinian terror organization, US intelligence officials told members of Congress this week during a closed-door intelligence briefing.

China’s Nuclear Forces Continue To Expand

Earlier this month, the Bulletin of Atomic Scientists published its annual assessment of China’s nuclear forces. The authors of the latest assessment state that China has gone through significant expansion and modernization of its nuclear forces as well as enhancing the size of its arsenal. Despite the relative lack of transparency involving China’s nuclear weapons program, which makes it difficult to quantify, the report said that it is “likely the fastest-growing arsenal in the world.”

Meanwhile, the New York Times reported in December 2023 that new evidence suggested China is possibly readying a military base in order “to test a new generation of nuclear weapons.” If it is the case, it could be unsettling for the region and the global non-proliferation order in many ways.

Geopolitical Significance of U.S. LNG
