U.S. Capitol Ramming Attack: Officer, Suspect Killed

April 3, 2021
On April 2nd, the following related Flash SMS
messages were sent to AlertsUSA subscriber mobile devices:

4/2(a) - Car crashes into barrier at US Capitol complex. Capitol Hill on lockdown due to "external security threat." More info to follow..

4/2(b) - Two USCP officers injured in vehicle ramming at North Barricade access point. Shots were fired. Suspect in custody. AlertsUSA monitoring..

4/2(c) - National Guard troops redeploying around U.S. Capitol Complex. Multiple roadblocks and detours being established. Tensions high. Caution urged in the district.

4/2(d) - Capitol Police report suspect involved in vehicle ramming incident has died. One of two USCP officers injured in the attack has also died.

What You Need To Know

On Friday, AlertsUSA subscribers were some of the first in the nation to learn of a vehicle ramming attack and lockdown of the U.S. Capitol Complex in Washington, DC. In this incident, a dark blue sedan was deliberately driven into two U.S. Capitol Police officers at a high rate of speed before slamming into a high-security wedge barrier at the North Barricade vehicle access point just off the intersection of Constitution Ave NW and Delaware Ave NE.

The driver, a black male identified by authorities as 25-year-old Noah Green (pictured at top), then exited the vehicle with a large knife / machete in hand and rushed aggressively toward a line of officers. These officers opened fire, striking the suspect several times. He was transported to a nearby hospital but did not survive. The officers struck by the car were also hospitalized. One of them, William “Billy” Evans, an 18-year department veteran, died from his injuries. The second officer is in stable condition and expected to recover.

Once again flipping the mainstream media narrative of "White Trump Supporter Bad" on it's head, Noah Green's Facebook page also revealed him to be a follower of Louis Farrakhan and a member of the Nation of Islam.

In a statement on Friday afternoon, Acting Capitol Police Chief Yogananda Pittman said that “the suspect was not on the radar of the US Capitol Police before the attack." DC Metro Police Department Acting Chief Robert Contee was also quick to state that the attack does not appear to be terrorism related.

The National Guard, present at the Capitol since the Jan. 6 breach, rapidly deployed a Quick Reaction Force to help secure the area. As of the time of this report's preparation Friday evening, those soldiers were still in place.

Authorities say the attacker's motives are currently unknown.

For several weeks, AlertsUSA has been reminding subscribers of a new threat assessment prepared by the Director of National Intelligence (ODNI), the Department of Justice (DOJ), and the Department of Homeland Security (DHS) warning that domestic violent extremest lone offenders will continue to pose significant detection and disruption challenge because of their capacity for independent radicalization to violence and their ability to mobilize discretely.

Once again, AlertsUSA urges readers to maintain a high level of situational awareness as we move into the warmer months. As we have previously warned, there are many angry people in the country right now from every possible political and social leaning looking for an opportunity to vent. This is on top of the ongoing threat from foreign terrorist organizations who will soon find it much easier to enter the U.S. because of chaos unfolding at the southern border, the dramatic increase in the number of refugees being settled in the U.S. from the Middle East and North Africa, the lifting of the "Muslim ban," as well as the gradual reopening of international travel.

AlertsUSA continues to monitor the domestic and international threat environment around the clock and will immediately notify service subscribers, via SMS messages to their mobile devices, of new alerts, warnings and advisories or any developments which signal a change the overall threat picture for American citizens as events warrant.

Coronavirus Update

April 3, 2021
What You Need To Know

According to data provided by the Johns Hopkins Coronavirus Resource Center, as of Friday evening there have been more than 553,000 total deaths in the U.S. attributed to the Sars-CoV-2 virus.

According to data provided by the HHS / CDC / ASPR Community Profile Report for Friday, April 2nd, there were 6,445 new deaths in the U.S. over the last 7 days. This represents a 12% DECREASE from the previous 7 day period. Total COVID-19 hospital admissions in the last 7 days were 34,634. This represents a 4.8% INCREASE from the previous 7 day period.

The Department of Homeland Security has extended the restrictions on non-essential cross-border land travel with Canada and Mexico through April 21st.

The CDC now requires all air passengers entering the United States (including U.S. citizens and Legal Permanent Residents) to present a negative COVID-19 test, taken within three calendar days of departure, or proof of recovery from the virus within the last 90 days.

All travelers entering Canada, regardless of citizenship, must follow testing and quarantine requirements to keep Canadians safe, particularly given the new COVID-19 variants in Canada and around the world. Federal quarantine applies for travelers entering Canada. If you can enter Canada and you have no symptoms, you must quarantine for a minimum of 14 days. If you are flying into Canada, your quarantine period includes a mandatory 3 night pre-paid booking at a government-authorized hotel at your own cost.

Let’s Get Real About US Military ‘Dominance’

“We want to be the GOAT.” So said Lt. Gen. John Shaw, deputy commander of U.S. Space Command, in a meme that drew some derision on social media early last month. Most of the jeers appeared to concern the goat emoji used in place of the acronym for Greatest Of All Time. But what of the three-star’s broader message? While the sentiment is admirable, is being the "greatest of all time" a realistic goal for a service in its infancy, itself part of a military with a stagnant budget and evaporating technological advantages?

China’s Military Could Turn Small Clashes Into Major Conflicts

Relations between the United States and China are fraught, with escalating rhetoric and risk of miscalculation on both sides. Military affairs aren’t the only aspect of the bilateral relationship—but they’re the most dangerous one. As China’s security presence expands to follow its economic interests, the two militaries will come into more and more frequent contact.

But the big question is: Who is in charge over on the Chinese side? Chinese President Xi Jinping has put considerable effort into shoring up Chinese Communist Party (CCP) control of the People’s Liberation Army (PLA)—but as with any military, there’s a big gulf between the intrigues at the top and the grunts at the bottom. When a game of maritime chicken results in ships colliding or a border argument escalates to gunfire, who is making the decisions that follow, and that could escalate, with horrific consequences? Is the PLA capable, or even interested, in defusing and avoiding dangerous low-level encounters? Or will a combination of increasing confidence and fervent nationalism result in catastrophic miscalculation?

Pyongyang's Secret: There Is No Strategy

With North Korean missiles once again flying, President Biden no doubt hopes his administration’s soon-to-be-completed North Korea policy review will produce a coherent strategy to deal with the threat emanating from Pyongyang. But what the Biden team must recognize—and what its policy must account for—is that there may not be a coherent strategy on the other side.
