CIA Director Warns Putin Could Use Nuclear Weapons

What You Need To Know

On Thursday, CIA Director William Burns told a stunned audience at Georgia Institute of Technology that “potential desperation” to extract the semblance of a victory in Ukraine could tempt Russian President Vladimir Putin to order the use of a tactical or low-yield nuclear weapon.

"Given the potential desperation of President Putin and the Russian leadership, given the setbacks that they've faced so far, militarily, none of us can take lightly the threat posed by a potential resort to tactical nuclear weapons or low-yield nuclear weapons."

The Kremlin said it placed Russian nuclear forces on high alert shortly after it launched its invasion of Ukraine on February 24, but the U.S. has not seen "a lot of practical evidence" of actual deployments that would cause more worry, Burns added.

"We're obviously very concerned. I know President Biden is deeply concerned about avoiding a third world war, about avoiding a threshold in which, you know, nuclear conflict becomes possible," Burns said.

Russia Warns Finland and Sweden

Also on Thursday, former Russian President and close Putin-ally Dmitry Medvedev warned that Russia is prepared to deploy nuclear weapons and hypersonic missiles in the Baltics in the event that Finland and Sweden join NATO. While Medvedev did not offer specifics, he was likely referring to deployment of nuclear weapons and other systems to its Baltic enclave, Kaliningrad, located between Poland and Lithuania.

Ukraine Sinks Russian Cruiser

Also on Thursday, the Russian Navy’s Slava-class guided-missile cruiser Moskva, the flag ship of the Black Sea Fleet, was struck by at least one Ukrainian-manufactured Neptune anti-ship missile. The ship later sunk in the Black Sea south of Odessa as it was being towed to Crimea for repairs

Russian officials claimed that the ammunition exploded due to a fire on board and said the crew had been evacuated.

The Moskva made headlines in February after a recording of an apparent radio exchange between the ship and Ukrainian border guards on Snake Island went viral. In the recording, when the Russian ship told those on the island to surrender, the Ukrainian guards could be heard saying: "Go f*ck yourselves."

U.S. Warns of Drifting Mines

On Friday, AlertsUSA subscribers were informed of a new security alert issued by the U.S. Embassy in Turkey warning of drifting mines in the Black Sea. According to the alert, there are confirmed reports of an undetermined number of drifting mines in the western Black Sea, at least four of which Turkish and Romanian authorities have intercepted. The alert urges caution for U.S. citizens traveling by sea throughout the region.

NY subway shooting suspect Frank James. - ALLOW IMAGES

29 Injured in Brooklyn Subway Attack

What You Need To Know

On Tuesday, AlertsUSA subscribers were notified multi-victim shooting incident at the 36th St. subway station in Brooklyn. According to police, shortly before 8:30 am, a man wearing an orange construction jacket and hardhat donned a protective mask as the northbound subway train approached the 36th Street Station. The attacker then tossed two smoke grenades onto the floor of the rail car, pulled out a Glock 17 9mm handgun and fired off 33 shots before escaping when the car doors opened.

29 people were injured in this attack, 10 from direct gunfire.

Recovered from the train were a variety of belongings, including the handgun, three mags, a credit card, and a key to a U-Haul van. Also recovered from the scene were two non-detonated smoke grenades originally thought to be explosives, gasoline, a variety of fireworks (including smokes canisters), and a hatchet.

Law enforcement was able to quickly process the basic evidence and publicly identify Frank R. James, a 62-YO heavily built black male, first as a person of interest, and then as a suspect.

A $50,000 reward was offered for information leading to the suspect's arrest and law enforcement appealed to the public for help in locating James.

The day after the attack, James himself called the tip line, said he knew he was wanted and gave his location and appearance. He was arrested that afternoon.

James had been arrested on 12 previous occasions, including nine times in New York from 1992 to 1998. In one instance in the mid-1990s, James was charged with making terroristic threats, but was convicted of the lesser charge of the harassment and sentenced to probation and counseling. As he was never convicted of a felony, he was not prohibited from purchasing or owning a firearm. Police said the gun used in the attack was legally purchased at an Ohio pawn shop in 2011.

As for motive, police say James had posted dozens of videos online ranting about race, violence, black women, New York City's mayor, Russia's invasion of Ukraine and his struggles with mental illness. One in particular stands out: It is a silent shot of a packed New York City subway car in which he raises his finger to point out passengers, one by one.

James is charged with a multitude of crimes. If convicted, he faces a life sentence in prison.

The Russo-Ukrainian War And The Future Of NATO

In the midst of Russia’s assault on Ukraine, NATO turned 73. Strangely, this might be the alliance’s best year ever. Or at least it seems that way: There is an emerging consensus among policymakers and analysts that Russia’s attack on Ukraine has unified the alliance like never before. For example, Jean-Baptiste Jeangène Vilmer recently wrote: “The war in Ukraine put an end to the metaphysical questions that some people might have had about the relevance or interest of NATO today, by clearly demonstrating a common and imperial threat.”

China Taking Over Africa: 'China's Second Continent'

China continues to deepen its engagement in Africa on all levels. Recently it engaged in a flurry of diplomatic activity with African countries. In March alone, Chinese Foreign Minister Wang Yi held bilateral talks with his African counterparts in Algeria, Egypt, The Gambia, Niger, Somalia, Tanzania and Zambia.

"America cannot ignore Africa. Africa's challenges, opportunities, and security interests are inseparable from our own," General Stephen Townsend, Commander of United States Africa Command recently said at a Senate Armed Services Committee hearing on March 15.

Russia’s Nuclear Weapons: Doctrine, Forces, and Modernization

Russia’s nuclear forces consist of both long-range, strategic systems—including intercontinental ballistic missiles (ICBMs), submarine-launched ballistic missiles (SLBMs), and heavy bombers—and shorter- and medium-range delivery systems. Russia is modernizing its nuclear forces, replacing Soviet-era systems with new missiles, submarines and aircraft while developing new types of delivery systems. Although Russia’s number of nuclear weapons has declined sharply since the end of Cold War, it retains a stockpile of thousands of warheads, with more than 1,500 warheads deployed on missiles and bombers capable of reaching U.S. territory.
