France: Second Islamic Rage Beheading in One Month

What You Need To Know

On 16 occasions this week AlertsUSA subscribers were notified via SMS messages to their mobile devices regarding a variety of safety and security matters.

Most important for this report, on Thursday morning subscribers were notified of security messages issued from both the U.S. State Dept. and U.S. Embassy in Paris urging increased personal security awareness in France following a string of terror attacks. The most disturbing of these incidents unfolded when a man armed with a long knife and a Qur’an entered Notre-Dame basilica in central Nice and cut the throat of a 55-year old church employee, then beheaded a 60 year old woman who had been in the church praying, all while shouting "Allahu Akbar." A third knife attack victim died after escaping the church and seeking help in a nearby bar. The assailant was shot by police and taken to hospital.

France’s chief anti-terrorism prosecutor said the attacker was a 21-year-old Tunisian national who was not carrying any identity papers apart from a document from the Italian Red Cross. Investigators say the suspect entered Europe on September 20 on the Italian island of Lampedusa, a key landing point for migrants crossing in boats from North Africa.

A series of other incidents took place around the country on Thursday, including the arrest of a man in Sartrouville in a suspected car bombing plot, as well as in Avignon, involving a single suspect who threatened police and was shot dead.

Readers are further reminded that on September 11th of this year, the Al Qaeda terror organization threatened a new wave of attacks in France after the satirical newspaper Charlie Hebdo reprinted a series of controversial illustrations, cartoons and nude caricatures of the Prophet Muhammad. It was those images that led to the attack on the Charlie Hebdo editorial offices in January of 2015. 12 were killed and 11 injured in that attack.

Late last month, several people were severely wounded in a meat cleaver attack in Paris near the Charlie Hebdo newspaper's former offices. Following that incident, the attacker told investigators he thought he was targeting employees of the newspaper and was avenging the publication of the Mohammed caricatures.

And just two weeks ago, AlertsUSA subscribers were notified of another beheading that occurred in a suburb northwest of the capital of Paris. In this incident, the victim was a male history teacher and one of his classes covered the topic of freedom of expression. Earlier in the month he is reported to have shown caricatures of the Prophet Muhammad to students.

French President Emmanuel Macron declared Thursday that “It’s very clear that it is France that is under attack,” and that the country will not give up on their values of free speech and fighting intolerance. Shortly after the Nice attack, Macron raised the terror alert level to the maximum and deployed approximately 7000 soldiers across the country to provide protection at churches, schools, monuments, malls & other public spaces.

The U.S. State Department is warning American citizens that terrorist groups continue plotting possible attacks in France. Terrorists may attack with little or no warning, targeting tourist locations, transportation hubs, markets & shopping malls, local government facilities, hotels, clubs, restaurants, places of worship, parks, major sporting and cultural events, educational institutions, airports, and other public areas.

China: Existential Threat to America

This is a clear indication that senior Beijing leaders know they are running out of time. It is really no mystery why they may feel this way. China's demography is in the initial stages of accelerated decline. We know that China's environment is exhausted. Think scarcity of water, despite all the flooding. Also, China's people are restive. China is losing support around the world. The Chinese economy is in distress. That was true even before COVID-19.

The reason this is important is because, up to now, the primary basis of legitimacy of the Chinese Communist Party has been the continual delivery of prosperity. Without the assurance of prosperity, the only remaining basis of legitimacy is nationalism. Nationalism, as a practical matter, means military misadventure abroad.

What Will the Elections Do to the US-Iran Conflict?

The Iranians understand that if Trump is reelected, they may have no choice but to reengage in negotiations with the United States. Based on his recent statements, including some uttered during the peace ceremony between Israel, Bahrain and the United Arab Emirates, Trump appears eager to get back to the negotiating table. And he may even try to get Senate approval (67 votes) to convert his deal into a treaty – with buy-in from the Israelis this time.

Former vice president Joseph Biden, if elected, is also expected to quickly negotiate a new deal with Iran, with help from the Europeans. Some of his advisers have circulated working papers with the aim of getting “back to the JCPOA,” the 2015 Joint Comprehensive Plan of Action. There is also talk of returning to the interim 2013 deal, the Joint Plan of Action, as a show of good faith while negotiating a new deal. Some of these Biden advisers appear to have not learned from their own diplomatic missteps during the Iran negotiations of 2013–2015. In some cases, their working papers use remarkably similar language to US memos from the Obama years.
