Feds Warn of Domestic Extremist and Jihadist Threats

What You Need To Know

This week the Department of Homeland Security, FBI, and National Counterterrorism Center issued a Joint Intelligence Bulletin to law enforcement agencies nationwide highlighting the ongoing threat of violence from domestic extremists to federal, state, and local elected officials across all political parties and political party representatives.

According to the bulletin, titled Domestic Violent Extremists Pose Heightened Threat to Elected Officials Nationwide, through 2020 and into 2021, some domestic violent extremists have been "motivated by perceptions of election fraud and perceived government infringement on their constitutional rights, as well as conspiracy theories surrounding the 2020 presidential election and the ongoing COVID-19 pandemic."

DHS / FBI / NCTC assesses that these motivations could continue to potentially drive attempts to target elected officials. While the document states the FBI, DHS, and NCTC are unaware of any specific, credible reporting of imminent threats to elected officials or any planned events, law enforcement and private sector security partners are urged to remain vigilant.

What readers may find odd (or not) is that this bulletin focuses attention on right-leaning extremists and organizations. Nowhere are the violence and threats of left-leaning groups such as Antifa or Black Lives Matter referenced. Not once. This, despite many months of threats and destructive insurrectionist riots across the U.S. in 2020 and extending into this year.

The most recent example is from just this week. Following a call by Portland Mayor Ted Wheeler for the community’s help at “unmasking” Antifa, an individual purporting to represent the group responded with a new video publishing Wheeler’s home address along with threats to kill the Mayor.

Similar incidents occurred last year in Chicago, Seattle, Pittsburgh, St. Louis, and once again, Portland.

DHS Warns Extremists May Exploit Easing of COVID Restrictions

On Thursday of this week, the Department of Homeland Security issued a separate Intelligence Brief warning that violent extremists may seek to exploit the easing of COVID-19-related restrictions across the U.S. in order to conduct attacks against a broader range of targets.

The Brief, titled Homeland Threat Remains Elevated, Range of Targets Expands, explains that COVID-19 social restrictions put in place across the nation in 2020 likely "limited violent extremists’ access to more traditional targets of ideologically motivated violence, including houses of worship, mass gatherings, and other crowded commercial facilities."

Now that many of these restrictions have been removed, caution and increased situational awareness is urged.

The Brief also points out that recent messaging from foreign terrorist organizations continues to amplify narratives related to "exploiting civil protests."

Readers are reminded that just two weeks ago, AlertsUSA subscribers were notified of new calls by an Al Qaeda linked organization for followers in the U.S. and Europe to infiltrate protests and civil unrest to carry out attacks, with a particular emphasis on targeting law enforcement.

FBI Warns On Al Qaeda, ISIS and Hezbollah

Also this week, during testimony before the House Committee on Appropriations, Jill Sanborn, assistant director of the FBI’s National Security Branch, stated that al-Qaeda, ISIS, and Iran’s narco-terrorist proxy Hezbollah continue to represent a menace against the U.S. homeland.

"The FBI remains concerned that foreign terrorist groups, such as ISIS and al-Qa’ida, intend to carry out or inspire large-scale attacks in the United States. Despite their loss of physical territory in Iraq and Syria, ISIS remains relentless in its campaign of violence against the United States and our partners, both here at home and overseas."

According to Sanborn, jihadis pose “the greatest, most immediate [international terrorism] threat to the United States.”

However, she added, “The FBI is most concerned about lone offender attacks - primarily shootings - as they have served as the dominant lethal mode for domestic violent extremist attacks. More deaths were caused by domestic violent extremists than international terrorists in recent years.”

According to data provided by the Johns Hopkins Coronavirus Resource Center, as of Friday evening there have been more than 575,000 total deaths in the U.S. attributed to the SARS-CoV-2 virus.

According to data provided by the HHS / CDC / ASPR Community Profile Report for Friday, April 30th, there were 4,396 new deaths in the U.S. over the last 7 days. This represents a 8.2% DECREASE from the previous 7 day period. Total COVID-19 hospital admissions in the last 7 days were 35,399. This represents a 9.8% DECREASE from the previous 7 day period.

This week DHS extended the restrictions on non-essential cross-border land travel with Canada and Mexico through May 21st.

This week TSA extended the face mask requirement for individuals across all transportation networks throughout the United States, including at airports, onboard commercial aircraft, on over-the-road buses, and on commuter bus and rail systems through September 13.

This week the White House suspended entry into the US for any noncitizen / nonimmigrant who has been in India within 14 days of their attempted entry into the United States.

This week the CDC issued new masking and activity guidance for vaccinated and unvaccinated persons

The CDC requires all air passengers entering the United States (including U.S. citizens and Legal Permanent Residents) to present a negative COVID-19 test, taken within three calendar days of departure​, or proof of recovery from the virus within the last 90 days.

All travelers entering Canada, regardless of citizenship, must follow testing and quarantine requirements. If you can enter Canada and you have no symptoms, you must quarantine for a minimum of 14 days. If you are flying into Canada, your quarantine period includes a mandatory 3 night pre-paid booking at a government-authorized hotel at your own cost.

Biden's Border

The surge of unaccompanied children and families to the southern border -- as well as the surge of non-marijuana drug trafficking across the border -- is a humanitarian crisis, a health crisis and a national security crisis. It all belongs -- 100% -- to President Joseph Robinette Biden, Jr.

The illegal alien surge has been promoted and advertised for since June 28, 2019, when every single one of the Democratic presidential primary candidates raised their hands and said they would support free health care to all illegal immigrants in the United States. That was the first step in a cynical political ploy to permanently replace a segment of the American electorate with "more obedient voters from the Third World" -- while masquerading as compassion and care.


Washington Is Avoiding the Tough Questions on Taiwan and China

In China, U.S. policymakers have reached a near consensus: the country is a greater threat than it seemed a decade ago, and so it must now be met with increasingly competitive policies. What little debate does exist focuses on questions about how to enhance U.S. credibility, what role U.S. allies should play in balancing against China, and whether it is possible to blunt Beijing’s economic coercion. But the most consequential question has been largely overlooked: Should the United States trim its East Asian commitments to reduce the odds of going to war with China?

[This is a interesting piece that is likely to raise the blood pressure of some readers. It screams of cowardice in the face of China's regional belligerence. Considering the source and the publication, it is safe to assume that this is likely the general policy direction of the Biden/Harris Administration.]


How to Think About Counterinsurgency After Afghanistan

President Joe Biden’s recent announcement that all U.S. military forces would leave Afghanistan this year drew immediate criticism from a wide range of national security experts and elected officials. Some of this reflected fear of a human rights disaster if the Afghan government is unable to hold out against the Taliban once the American military leaves. But most of the pushback was based on the claim that the U.S. counterinsurgency campaign in Afghanistan is vital for preventing another major terrorist attack on the United States. The pervasiveness of this idea demonstrates that after sixty years of involvement in counterinsurgency, Americans still don’t truly understand it.


The Myth Of A Purely Conventional Future Fight

In a recent CNA study, the authors found that in a future, large-scale conflict, Chinese forces will likely employ a modern and unique irregular warfare concept, focused on information and influence, tightly integrated with conventional capabilities. A return to great power competition does not portend a shift away from irregular warfare to conventional warfare, but rather an amalgamation of the two.
